these countrys and people have more money and resources than you can imagine. There is alwyas going to be some countries and rulers who are fanatiacal in thier causes

And I tend to agree with Azakias. First off...where are you going to find an unbiased court? And what about appeals? This isn't ever going to be paid. And you can't bankrupt terrorism because its currency is (largely) terror. Maximum fear for minimum expenditure. Look how little the 9/11 hijackers actually had to pay to get the piloting know how and box cutters to do their dirty deeds. You're not talking about a million-dollar operation.

Besides how are you going to make people pay up?
