The most recent Drysart thread, rule added under the auspice of Banfest was that pics modified to attack specific people were out. Under the Harassment rules in the main board rules, I believe.

No, the "Aces! Another Lyinar Crusade!" one was. If the picture itself targets someone, then it is bannable. Otherwise, it is not.

I'm not exactly sure now that Banfest is over.

Could you imagine if there was a babysitter involved, instead of just a distracted parent? (Not that I know it was a parent, but god, I'd be TERRIFIED for the folks to come home if I found that while babysitting.)
