If it gives you a POST beep, start adding in devices until you receive no POST. Starting with the video card. Then the IDE cables, then the sound card, then the network card. Whatever you add that stops it from POSTing is the problem.
The reason it might be fubar is because he might have it set to 220v, european voltage.
For some FUCKING UNKNOWN REASON a lot of power supplies come pre-set to european voltage.

It does suck. I'm finding that a LOT of computer parts are faulty. THere's just too much that can go wrong. No company, no matter how good, seems to be able to keep their parts in perfect working order. It's annoying as hell. I swear, I almost EXPECT half the parts I buy not to work first go...

I had a friend that bought an Intel 1.8 chip semi-recently from an on-line source and the damned chip came in missing one of the pins. Took him 4 days to figure out what the hell was going on.
got an RMA number from newegg, just incase...
Gonna go up to the store and buy me a amd processor and mobo and hook them up, see if i get the same problem. if i do, i know where the problem is (vid card, im told). If i dont im gonna stick with AMD. im sorry but a fucking system shouldnt be this hard to set up.
