Check the prerequisites. You need a base attack bonus of +4.

Just level up a bit, it'll pop up in the feats list sooner or later.
Weapon specialization will show up as an available feat by lv 4.
edit: You get a general feat every 3 levels, and a bonus fighter feat every 2 levels.

For instance banded mail has 6ac and -7 penalty to ac check. Would that mean wearing it harms my ac?

I think they're referring to checking made when casting arcane spells. For instance, my paladin has a 95% chance of arcane spell failure. Which doesn't matter since his power is divine.
For example, if it has a penalty of -7, all armor-reliant skill checks recieve a -7 modifier because the armor interferes. I mean, when was the last time you saw someone sneaking around in full plate?
Blows my cover. Then I hit the bad guy with my sword and they're dead. Problem solved.
How good is parry? It sounded like it rocked at first, but then I figured out that it was an activated skill, then it seemed kinda pointless. What's the sense in standing there dodging if the enemy is never going to die? [ 07-01-2002: Message edited by: Maradön² ]
Persuade I find, is the best skill.

It always struck me that parry should be an always-on skill. I mean it's not like you forget how to dodge when you're preparing to attack.

Parry is an activated skill because you must choose to give up an attack for that round in order to parry that round.
Success by 10 on a Parry check grants you a free counterattack, but not something you can count on.
Being action oriented in gameplay, Parry is next to useless in NWN.

Um... I didn't read this whole post, but I think first you need the Exotic Weapons feat (Katanas are exotic weapons)

As for Parry.. it's rather useful in conjunction with Taunt. hits that may otherwise strike you get blocked, or riposted. Taunt, when successful, lowers their ac and screws with their casting chances.
