When you enter the district immediately go left. There should be a little girl in front of an unmarked building right after you go over the water. Speak to her and her mother.

I figured it meant you gotta shoot the door with an arrow. As a Monk, I can't use bows, but I can use crossbows. So I shot the door with a bolt from a crossbow, and it didn't open.
The tomb in the Great Graveyard stumps me as well. Near as I can figure, you gotta punch it, but that doesn't work either.
