Where can I buy/obtain Full plate(I just started act 2)

theres something wrong when every merchent has magic items practly oozeing out of there ass, but heavy armor is nowhere to by found

Don't bother buying it. You'll find plenty of high AC armor in Act 2 subquests like Enkidu's Armor (Full Plate +1, DR Slashing or Piercing / 5). There are other high AC armors too that I sold (I distinctly remember Half Plate +2 with Lightning and Sonic Resistance 10), I just think this was the best. Also, you'll find an Imaskari Shield (Tower Shield +2, SR 10) in the Charwood area... get it!

I got my suit of full plate in the armor and arms shop in Neverwinter Core at Act 1. Then again, I'm still in Act 1.
