BARELY below 6 (Giant Fort). In the middle of some rocks. Keep frogloks away though.

I've seen him wandering around the Giant fort at 6 (My Necro camped there quite a bit. I bitchslapped his ass for spite)

Although I think he has a good roam area though....

Yeah, Kwinn is very easy to get if you know where to look. And his head is a valuable part of the Iksar shackle quests with the final rung being one of the best items for a monk for a while. I'd even recommend humans gaining faction with Cabilis in order to do it.

For those of you who don't know the final item (I'm sure you do, just covering my bases), click here.

I am on the foraging quest now. Do I have to be in a certain area to forage the things I need? Or just in the zone?
