Scias = UBERGOOD, though. When you first see him, you don't expect him to kick ass, but he does, and does well.
He wanted to purge the city that rebuked him--whether or not the people had anything to do with it, you'll notice that not many of them died. You'll notice that most of them escaped as refuges. The city would've been destroyed ANYWAY if he just marched in sword in hand and went into his dragon form and just started killing whatever the emporer threw at him, and the chances of people getting caught in the crossfire would potentially be a LOT higher. He only destroyed the city as a symbol of cleansing corrupt ideals--the people were free to escape, but yeah, if they fought in vain for their empire they're going to die.
