What's that red line that appears between topics on occasion?

Is it just me or is it supposed to appear?

If Im thinking of the right line, then above the line is red folders, below are yellow folders. Some folders are on fire because we are trying to destory the evidence, or because we are pyros. Maby both.

It appears to seperate the red folders(new posts) and the yellow folders(no posts). It determines what's new and old from your last visit.
