infront of hall of truth, on top of bank, on that little rock formation near bank
was fun to climb the walls and run around on top of the buildings

That won't raise faction with the merchants though, and killing militia drops merchant faction, I think. I was in NFP once, and I was asked to buy supplies for a level 50+ paladin because the merchants wouldn't sell to him. 
Pally said he'd done LOT of Lucan rains, though...
