For the most part, I'm decked out in bronze, with two pieces of crafted (Bracers.) and a few odds and ends. (Bone Legplates, Grotesque Mask, etc.)
For neck, Collar of Undead Protection is descent and cheap 5AC +7SvP/D
Shoulders, try and get maybe, Crested Spaulders, they were around 150 maybe 4 months ago, so they have pretty muched dropped from that price. 11AC +3STA
Earrings - Orc Fang...they are cheap and VERY good. Around 50-70pp each 3AC +3STR +15HP
Fingers - Jagged bands. 5AC +3STR around 25-35pp topps
Mask - Fine Plate till you can grab something else
and I can't remember the other slots 
Otherwise the armor you have for the low 20's is pretty decent for the lvl. Just upgrade if you REALLY feel the need to.

And if you have trouble with the boots, I liked using Blackened Iron boots, they are magic and you can kick with them. Until I got my Dwarven Workboots which drop off the Ghost downstairs in Unrest.
Also the BP is a pain to get, but not impossible. So you might want to go with a Foremans tunic if you can find one for sale.
Remember when you buy things to check and make sure that you can wear them, I'm a Barbarian and sometimes the Large sizes are left out. So make sure you check.
