well the days of dependable FREE hosts are just about over if you want a good service your gonna need to host off your own box or be willing to pay :/ srry bro but the Inet economy is fucked hehe
and you dont need much skills to make a "picture" site
use frontpage if you have a win98+ cd it should be on thier and suffice for your needs

There used to be several places like that, but they all died because it's not cost effective to do that. You're going to have to decide what you are willing to give up.
