The reason other servers dont want to awaken the sleeper is the fact that primal weapons wont drop no more after the 4th warder has been killed. So the uber guilds on Tholuxe for example are killin everything in there BUT the 4th warder.

He promptly killed everyone.
Once the sleeper wakes, all the warders are permakilled and he cannot be awoke again.
Primal and all the warder loot is moved to a different named mob in ST. Primal CAN drop still. The rate is just crappy. That basically puts a huge gap between the guild that kills Sleeper and everyone else.
Once sleeper is out, a new quest NPC spawns. You can turn in your sleepers key as well as some other things to get get a new key.
We assume this will continue into Luclin.
More then 2 guilds have legitimatly woken the sleeper. Many more could, but doing so actually means cutting off a source of supply.

Note, to get the items you dont have HAVE to be the guild that killed the 4th warder...all in all it's a pathetic attempt at making a quest that "affects the storyline" as it is the most anti climatic event Ive ever seen in EQ 
Seems after the last patch STs got harder. So those smaller uberish-guilds that could have farmed yardtrash(Read as : Non-Warders), can't.

ST is still farmable with 6-12 level 60's if you stay away from the named.
