Clarity is that state of being able to understand and ratonalize your oberservations without being confused about any of the details of them

I'm not sure if you CAN perceive clarity. Perhaps the best way to percieve clarity is to observe the lack of befuddlement, confusion, or uncertainity in a situation.

I ask for clarification of the details, or attempt to explain the uncertainties myself

Uhm, I'm not sure. Perhaps by stating that details need to be unobscure. I'm not really sure if I understand the question, you aren't making it clear what kind of answer you want

1. Clarity is being understandable.
2. Clarity is not mumbling, calmly speaking, and having a clear point.
3. I ask them to repeat it or restate it.
4. Uh.....I'm not good at that. By speaking slower?

Clarity is something that all people strive for, yearn for. It is a moment when everything you are thinking of finally comes together for you, and you truely understand. People have been searching for this by various means throughout history. The quest for Clarity and Illumination is a driving force behind mankind's higher thoughts.

Investigate, and try to make sense of it. If this isn't possible, I often withdraw from it till I can make some sense of what is unclear.
4. How do you implement the need for clarity?
Find the facts, and understand them. Understand the people involved as best I can. Attempt to discover the answers to any questions I may have.
5. Why do people need Clarity?
Confusion can lead to anger, fustration, and fear. Clarity brings with it a moment of tranquility, as everything suddenly makes sense.
I don't know if that's exactly what you are looking for, but that's my answers. Odds are, what you want IS in there somewhere, you might have to look for it a bit though.

Clarity is achieved when understanding on an object, real or abstract, is reached between two subjects.

I generally attempt to redefine how I am thinking about it. When speaking to another person this generally results in a large number of examples, and an attempt to listen more closely, and to loose any assumptions of word usage on my part.
4. How do you implement the need for clarity?
There is no need to implement the need for clarity. Without clarity there is no communication.
5. Why do people need Clarity?
See answer number 4. What seperates people from animals is our ability to percieve things that are beyond our immediate experiences. The only way to do this is through communication of abstract ideas.
