If memory serves it refers to the way the lapels are cut on a man's suit. The shape, size, etc. The Jib on a ship is a small sail around the front and has the same general shape as the lapel on a man's suit so the term cross over....
Asked a former-Navy buddy of mine once.
Yahoo search found this for me:
Warships many times had their foresails or jib sails cut thinly so that they could maintain point and not be blown off course. Upon sighting thin foresails on a distant ship a captain might not like the cut of his jib and would then have an opportunity to escape.
Or it is one of the phrases the Midnight Bomber from The Tick....BOOM BABY BOOM! I am the Midnight Bomber that bombs at Midnight!
I liked him.
Heya Josef, I've been busy! Terribly sorry, but I had to log in to real life! Typical high school stuff if you care, homework, girls, parties, and the like. But, I have a four day weekend this week, so I'll get into IRC. Glad someone noticed

Beams at Elethi! If you do need to make a break for Canada, come by way of Michigan, after Thanksgiving. (I figure San Francisco isn't likely to be on the way to CN, so I'm not gonna tell you to head this way. )

Yeah, well, if the drinking age there is 19, I still miss it by almost three years.
