For thoes that don't know, he opens a window that then starts moving around the screen. I thought it was amusing.... Until I hit Alt-F4 to kill it. It then makes 2 windows which when closed make 2 windows each and so on and so on.....

There's quite a bit of difference between clicking a link that may have unfunny humor, and clicking a link where some little prick is trying to screw with my machine. I'm trying to think of any difference at all between that little stunt, and many of the other things out known as "viruses," and I can't think of any.
Please deal with it, and incorporate appropriate guidance into the Rules of Conduct so this shit can't happen again. He crossed a major line, here. It's not like any random idiot wouldn't know better, either.
And, yes, I avoided clicking the link--only because others got there first. Humor stops short of being malicious. This was malicious. I'm sure the creators of "Melissa" thought it was hilarious, too.
