Here is the DxDiag of my computer.
System Req for WAR is as follows
* 2.5 GHz P4 processor or equivalent
* 1 Gigabyte RAM
* A 128 MB Video Card, with support for Pixel Shader 2.0
* At least 15 GB of hard drive space
This means that 32 bit windows XP will map, at most, about 3.5gb of memory, with the remaining half gig of addresses going to other devices that require memory addresses.
64 bit systems have 17.2 billion gigs worth of potential memory addresses, but are usually artifically capped at 16gb, depending on the motherboard.

A 3200+ probably takes DDR and not DDR2. What you linked is DDR2, so I think this is probably your issue.
If the notch matches up, though, then you are using the right memory.

I'm not real smart in to RAM, but your Motherboard supports PC3200 RAM and you're sticking PC6400 RAM in.. isn't it supposed to not work in that instance? I just buy whatever the shit my motherboard supports to avoid possible issues like that.
PC2100 through PC3200 = DDR1
PC4200 and up = DDR2
DDR2 is compatible with DDR2, and DDR1 with DDR1, but DDR1 is not compatible with DDR2.
You can find DDR2 modules as slow as PC3200 but they are uncommon.
