He said the newscaster looked rather sarcastic as he gave the news, but it was an official police report, so he shrugged it off.
Apparently, someone had escaped from a prison and eventually became cornered by the police.
The police sent in their dogs to flush him out of whever they had him cornered.
He shot and killed one of the dogs and escaped again.
Hours later, he was found in some nearby woods, having commited suicide by shooting himself in the back of the head multiple times.
He says the newscaster emphasized the multiple times part. 
Gotta love those Canadians And they say Texans are protective of their huntin' dawgs.

And you think this is funny? Then you are more disturbed than they are. That is seriously messed up. In the US, these cops would be under investigation for unnecessary use of deadly force. (2) Guess this might have bypassed you, but it's SARCASM.
(3) Most likely thoes cops will wind up under investigation.
(4) In the US similar things HAVE happened. 2 cops opened fire on a single suspect. At autopsy they fin 39 holes in a body that should have 32 at most (2 guns with 16 rounds each). Neither of the cops was charged or investigated.
