basics:
WW gives the expeditionary force. When you accept the mission, you get a buff that indicates you're participating, a key item and a warp scroll that goes back home. Talk to the WW again and he'll teleport you to the outpost of the
region. Each region has a minimum level requirement:
Zulkheim - Valkurm - 20
Kolshushu - Buburimu - 20
Derfland - Pashow - 25
Aragoneu - Meriphataud - 25
Qufim - Qufim - 25
Elshimo Lowlands - Yuhtunga Jungle - 35
Valdeaunia - Xarcabard - 40
Kuzotz - East Altepa Desert - 40
Elshimo Highlands - Yhoator Jungle - 45
Li'Telor - Sanctuary of Zi'Tah - unknown (controlled)
Fauregandi - Beaucedine - unknown (controlled)
Norvallen - Junger - unknown (controlled)

Once you get to the outpost, you have to wander around that zone and look for the beastmen pole (looks like the WW pole in remote locations) in a random location. Reports are of 4-6 locations. Once you get to the pole and one person uses the pole, everyone receives a level cap and 4 mobs spawn and attack. Their model is yagado orc etc and they are named by their respective class and use their 2hour abilities.
ex:
Yagudo SAM
Yagudo WHM
Yagudo MNK
Yagudo PLD
Yagudo WAR
Yagudo SMN
Yagudo NIN
The warrior does provoke so they can use their class abilities too.

The level cap in each region is not clear, not much info out there I can find. The level cap for 25 level minimum region was 30, for 30 level minimum was 40. Another person says 20 cap is 30.

3rd place country has a 4 person requirement, 2nd place 5 required, 1st place 6 required. It's similar to BCNM: you have to take a solid group of people and be ready for anything. People say you need an alliance of 18 to have any chance, and it sounds like they have tried it, but it's not totally clear if an alliance works (could use more research).

Once you beat the 4, your country gets a chunk of influence. And you can go look for another pole and do it over and over. At the next tally, if the region is under your conuntry's control, you get around 3-4k more conquest points.
There's also another way to complete it someone talked about: "After you kill the beastmen at the flag you goto the next flag and kill again. Eventually you will kill enough of them to raise your nations influence to the highest. When your nations has clinched the region with CP the next flag will flag the treasure chest. After you get the chest no more flags will spawn and your safe to return to town. If you have goto the chest you will get the EF bonus right away since there's no way another nation or beastmen can't take control of it. If you didn't get the chest then you will have to wait till the tally day before you get your bonus."

There's talk about how people not from Windurst can help, but only windurst gets the influence/cp etc.
