I get and lose levels constantly, its the bane of Solo play. Which I have to do more and more, the higher I get.

That's a mightyfine waste of conquest points.
Take a level 1 class, (Doesn't matter, they all die in one hit) and bind somewhere close. Mharua, The mountains (Though, you need 200 gil to do it now, but whatever), and run there.
Helps if you have a map.
If you take the first left in the main cavern, then follow the left wall, you should come up to a ramp thing and behind it is two paths. Take the one on the right. You'll go down a lot, then come into a place with LOTS AND LOTS of crawlers. Wait for the scorpions to pass (Since they're the only things that aggro in that room), and go towards the northernmost rock formation on the wall.
Viola. Now attack a crawler and run home.

I'm not trying to solo 15. That's the problem. I keep getting in STUPID FUCKING RETARDED GROUPS and I get my level back, and then BAM!! total party wipeout. I'm some 500 xp from 15 now, didnt play at all yesterday 'coz I was pissed at the game. I'll give it another try tonight and tomorrow since I'm off.

I've gotten to the room four times. ALl four times, the first four piles of rocks didnt have the lapis. The fifth and last one, which aparrently has my lapis, is guarded by 3 scorpions.

Blitz past them and rapid click the rock if you're going as a level 1.

Patience is key. I once spent an hour and a half to get to the room, only to rush for an extra five seconds, and die anyway.
Next time I took two hours, and got it easily.

Yeah, cuz, you know, it wasn't like they actually expected anyone to "quest" for the lapis. Fighting is rediculous. Trying to run around hundreds of mobs is soo much easier.

Seriously though, it would probably be easier if people took their time and didn't try to powerquest their way through it.
