Well, I believe you have to get 200 forageing skill for it to work, I was doing it pre-200 and I never got it, I felt like you 
But, Once my forage hit 200. I got the peice the next try

Second of all, you're not the only person who had to spend time doing that.
Of course, I had foraging skill of 200 long before the epics were even implemented. I didn't take me too long. Hardest one for me was the root in Misty, believe it or not.
