Yes indeed it does

So libel isnt as serious or someting?
Libel is writing false information that damages a person's reputation. If the damage to their reputation is aggravated or causes them the loss of income or property wrongly, it's legally actionable.
Same thing with slander. Though slander without witnesses is almost by definition hearsay.

Not if it's a voting year. Then it's considered coincidental.

I thought if it was a voting year then it was considered normal political debate..

...Hence the fact it's coincidental and does not accrue paradox penalties. You really must read the rules.

Hearsay is any out of court statement offered for its truth -- it is generally inadmissible because it can't be verified without calling the person who said it to the stand, and then it's not hearsay anymore. Hearsay is hearsay no matter how many people heard it -- the rule applies whether or not witnesses were present. There are some exceptions, but that's what it is.
Hearsay is one of those overused legal terms that no one know the real meaning of (including many lawyers).
Slander is a false oral statement that damages a reputation. It's harder to prove because of the need to find witnesses. Libel is similar and has to do with printed materials, and both fall under the general term of "defamtion," which is the term of art now. There's a debate as to online chat rooms and the like -- is that libel or slander?
Truth of the statement is a complete defense to both, subject to Hepps (a decision involving public figures). Items that are a matter of opinion are often not actionable. The standards for libel and slander are higher if the person whose reputation is damaged is a public figure -- the law almost says 'you asked for it'. Possibly, but as a public figure it's a lot harder to prove. And, again, truth is a defense.
