No...what they've proven, so far, is that the man in that video that was released shortly after the "decapitation" attack on Baghdad, was Saddam.
I think that's bullshit personally, but apparently it was proven.
Either way, that video could have been recorded at any time.

That guy didn't even look like Saddam. He was far too pudgy.

The two big things are that:
1. He looks much more bloated and pale than he did just a few weeks ago. Could mean anything from infection of a wound (seems too soon for it to have set in), to it being a body double who let himself go.
2. His mannerisms are all wrong. Saddam doesn't wear thick glasses often (never appears wearing them in any of his recent appearances), doesn't read from a memo pad (reads off a teleprompter if he reads from anything at all), and generally seems disoriented.
I think that since we haven't seen any direct broadcasts, Saddam is either injured somewhere and has gone to ground, letting his dupes speak for him, or has just plain gone to ground and is running the country through the dupes while he covers his own ass. I don't think that if he were dead there would be much the regime could do to sit on that information.
