Sounds like, to me and MANY others that they are implementing a block on their servers, and they expect the US and Asia to implement similar blocks to their servers. By English service, I am assuming they mean "English European" service, not English North American service.
The wording is so horrible, though. I hope I am wrong, but to me, it sounds like it is saying "We are IP Blocking any non-Europeans, and expect other versions to do the same." The part about recommending Euro players play on Euro servers is because they expect these IP Blocks to happen to other regions.
