Yeah they can, all they do is give it a reccomended level and if you dont meet that level, the stats wont be as good as they are at that level. Im not sure if they slowly approach their normal status ...

Well they could make it so that the effects on the weapons would be a DD/Dot/buff/whatever for a melee but if a caster picked it up, it could act as a focus item for their spells or a buff, that way b...
