You do know that a dev came out yesterday and stated the cloaking would go back to pre-patch here shortly? If you cloak while being targeted, the targetting should break. Thats straight from the dev.

0.0 space isn't all that bad, if they have a good channel setup, you could be mining a belt away and if someone warps on you, you call in the defense squad (rats or pvpers) and warp out asap.

With THAT being said, she is Active reserve, IE, there ARE full active reserve units. Not units that activate and deactivate, units that stay active with reserve personal.
